Thorburn, Septimus Smet, F.R.G.S., F.R.A.S.. Indian Civil Service (retired); b. 1844; s. of late Thorburn of Dumfries and Edinburgh; educ: Cheltenham College; entered I.C.S., 1863; served in Punjabi 1865; in Trans Indus until 1890; appointed Commissioner of Rawalpindi; Financial Commissioner of the Punjab; retired 1899; Member of the Council of the E.I. Association.
