CARTER, James Coolidge (1827-1905). An American lawyer, born in Lancaster, Mass. He graduated at Harvard in 1850, and in 1853 was admitted to the bar. He was appointed, in 1875, a member of the commission for devising a form of municipal administration for the cities of New York State, and in 1888 was a member of the constitutional commission. In 1892 he was appointed one of the counsel to present the claims of the United States before the Bering Sea tribunal. His publications include The Codification of Our Common Law (1883).
