Educ. at the Catholic University, Dublin; entered, in 1855, the Valuation Office of Ireland, of which he became Chief Valuer: retired 1904; son of Edward Gaffney, C.E.: b. 1839: m. 1885, Joan, dau. of P. O'Donnell, High Constable of Glenquin, of Killeedy, Co Limerick, and has issue six sons and three daus. Res.: 23 Waterloo Road, Dublin.
