Dear respected citizens, as President, I appeal to you with a feeling of spitting blood.

Since the inauguration of our administration, the National Assembly has submitted 22 motions of impeachment against government officials; and even after the inauguration of the 22nd National Assembly last June, they are pursuing the impeachment of the 10th individual. This is unprecedented not only in any country in the world, but also in the history of our nation since its founding.

They are threatening judges and impeaching numerous prosecutors, paralyzing the judiciary; and are attempting to impeach the Minister of the Interior and Safety, impeach the Chairperson of the Korea Communications Commission, impeach the Chairperson of the Board of Audit and Inspection, impeach the Minister of National Defense, and others, even paralyzing the executive.

They have also completely cut the funds for fundamental functions of the nation, drug crime control, and maintaining public order, making the Republic of Korea a haven for drugs and into a state of livelihood public safety crisis. The Democratic Party of Korea has slashed 1 trillion won from the disaster response reserves, 38.4 billion won from childcare support funds, and more from youth employment funds and deep-sea gas development projects, with a total deduction of 4.1 trillion won. They even hit the brakes on funds to improve treatment of military officers including raising salaries and allowances of junior military officers and on-call duty pay.

This budget tyranny, in short, ensnares the national finances. Using the budget as a means of political strife, the Democratic Party’s legislative dictatorship has not hesitated to impeach the budget.

The governance has been paralyzed and the people’s sighs are growing. This is an obvious trampling of the constitutional order of the free Republic of Korea, and an obvious anti-state action of disturbing the rightful constitutional and legal national institutions that amounts to insurrection.

The people’s livelihoods are not in their lines of sight, and impeachment, special prosecution, and the bulletproof shielding of the leader of the opposition has put governance in a state of paralysis. Now our National Assembly has become a den of criminals, and are plotting the paralysis of the judicial and executive systems of the nation and the subversion of the liberal democratic system.

The National Assembly which should be a foundation for liberal democracy has become a monster that is collapsing liberal democracy. Now the Republic of Korea is in a precarious fate where it would not be strange if it collapsed immediately.

My dear citizens, to guard the free Republic of Korea from the threat of North Korean communist forces, to eradicate in one stroke the shameless pro-North anti-state forces that plunder our people's freedom and happiness and to safeguard the liberal constitutional order, I hereby declare emergency martial law.

I will rebuild and protect the free Republic of Korea from the abyss of ruin through this martial law. For this, I will absolutely eradicate the anti-state forces, the main culprits of national ruin which have been habitually engaged in heinous acts up till now. This is an inevitable measure to guarantee the people’s freedom and safety, and the possibility of the continuity of the nation from the troublesome wriggles of anti-state forces which bid to overthrow the state, so we can pass on a proper nation for the future generation.

I will eradicate the anti-state forces and normalize the nation in the quickest time possible. The declaration of martial law may have several inconveniences towards well-natured citizens who believe in and follow the constitutional values of the free Republic of Korea but I will focus on minimizing these inconveniences.

These measures are unavoidable for the perpetuity of the free Republic of Korea and there is not any change in our foreign policy stance of fulfilling our responsibilities and contributions towards the international community. As President, I earnestly appeal to my citizens. I solely trust my fellow citizens and will devote my life and body to protect the free Republic of Korea. Please trust me. Thank you.
