[edit]You shall not see the ox of your brother – or his sheep – go astray, and ignore them. You shall bring them back to your brother.
Rashi

Hold back one’s eye as if he does not see it.
You shall not see and ignore
You shall not see it such that you shall ignore it. This is its simple meaning. And our rabbis said (Bava Metzia 30a): There are times that you ignore etc.
Ramban
