Following the passage of the resolution by the Assembly, the president must lift the extraordinary martial law immediately. The declaration of extraordinary martial law is now void.

My fellow citizens, please be reassured. The Assembly will defend democracy together with the citizens.

To the military personnel and police that are in the Assembly grounds, please leave the Assembly immediately.

Following the vote by the Assembly, the President must immediately withdraw the extraordinary martial law. The declaration of extraordinary martial law is now void. Therefore, the military and police are asked to leave the Assembly grounds immediately and to return to their own positions.

I will address one or two things regarding the procedures by the Assembly in the Martial Law Act.
Article 3 of the Martial Law Act (Announcement of Martial Law Declaration): When martial law is declared by the President, they shall announce the reason, type, date, and other things, and Article 4 (Notification of Martial Law Declaration) ‘When martial law is declared by the President, they shall notify the National Assembly thereof without delay’. However he has not notified us after he declared martial law. So I assume he will not notify us, and despite having to notify without delay, he did not, so we went through these procedures in the Assembly.
Another point, (Lifting of Martial Law). Regarding the lifting of martial law, it states ‘Where the situations of martial law under Article 2 (2) or (3) return to normal or the National Assembly requests the lifting of martial law, the President shall, without delay, do so and announce it’.
So I assented, I assented to the notice to Demand the Lifting of Martial Law. It is in the process of delivery to the Presidential Office now. So I emphasize again that when it arrives, the Presidential Office must implement the procedures to lift it without delay.

We sent it like this so according to Article 11 of the Martial Law Act ‘Where the situations of martial law under Article 2 (2) or (3) return to normal or the National Assembly requests the lifting of martial law, the President shall, without delay, do so and announce it’; so please follow this Martial Law Act.
I entreat our fellow military commanders and soldiers.
Although the military mobilized towards the Assembly according to the President’s declaration of martial law, above all, I evaluate the fact that you retreated after the Assembly’s resolution to lift martial law according to the Constitution shows the mature form of our military. Our citizens with the unfortunate memories of military coups have also observed today’s situation and confirmed the maturity of our military.

The Assembly have demanded the lifting of martial law according to constitutional procedures and when the Assembly demands the lifting of martial law the President must lift it according to the Martial Law Act, so please recognize this and disobey any unconstitutional and illegal orders that violate the Constitution and the Martial Law Act, and fulfill the basic duties of the military without wavering as the military of the people who defend the Constitution and the citizens.

The news just came up but we need to confirm the lifting of martial law. When we can confirm the lifting of martial law then I will declare the adjournment of the meeting. Then after that each party can go through their respective procedures on their own.

A press article that just reported the State Council has just passed the lifting came up but The Martial Law Act says ‘Where the National Assembly requests the lifting of martial law, the President shall, without delay, do so and announce it’. But the public notice has not come up yet.

But as for the procedure beforehand it also says ‘When martial law is declared by the President, he/she shall announce the reason, type, date and enforcement area of the martial law and the martial law commander’ but they haven’t posted a notice for this either. And the declaration of martial law, so it says ‘When martial law is declared by the President, they shall notify the National Assembly thereof without delay’ but there was no notification.

So whether the State Council actually passed the lifting of martial law through deliberation, the news articles says that but they didn’t make a public announcement so I am going into the process of confirming that. I heard one or two stories but hence I am confirming from several sources so I need to definitely determine this to adjourn the meeting or something, so please wait a bit longer.

I just spoke with Prime Minister Han Duck-soo on the phone. I just confirmed that the State Council has passed the lifting of martial law at half past 4.
