13: Laws of Tzitzit on Shabbat.

1 Having valid tzitzit on all four corners is an essential requirement: one missing invalidates the whole and it is regarded as not having valid tzitzit. And someone who goes out with it into a Public Area on Shabbat is liable to bring a Sin Offering. (See below, Chapter 301, Paragraph 38).
2 If it is properly fitted with valid tzitzit, it is permitted to go out into a Public Area wearing either a "small" tallit or a "large" tallit, even at this time when we do not have the blue dye. Providing that he has not placed it onto his shoulders (words of Ran and Ri, Chapter Barrel, page 108b). And we presume the tallit to be properly fitted with valid tzitzit, and it is not necessary to check it before going out with it (words of the Responsum of Rabbi Asher, Rule 2, and the Responsum of Nachmanides, Chapter 215, and in Kol Bo in the name of Maimonides, Chapter 19 of the Laws of Shabbat).

3 If, while he is in a Carmelit Area on Shabbat, a person discovers that the tallit he is wearing is invalid, he should not take it off until he has reached his home, because respect due to people is great. Gloss: Even a tallit katan that is under one's clothing does not need to be removed; and this is the law if one of the tzitzit was severed and one is ashamed to sit without a tallit, that he may wear it without a blessing because of the honor of the people (Beit Yosef in the name of the Responsum). ...
