the translation is not correct. it's not a list of 2 laws of ratios (the author proceeds to teach alot more than 2 laws of ratios). 31 should be:

2 things (i.e. numbers) that are in the same ratio (i.e. half, third, fourth as mentioned in 30) -- are two identical ratios. as for exampel 2 to 4 is like the ratio of 3 to 6, that each one is in relation of a half.
