ORDINANCE
NUMBER 65

REGULATION FO VEHICULAR AND PEDESTRIAN TRAFFIC

SECTION Ⅰ. Vehicles to Keep to Right. All vehicular traffic and animals proceeding along or upon any street, road, highway or bridge shall keep to the right side of the center thereof. Section Ⅰa of Governor General Order No 231, November 1938, is hereby amended in accordance herewith.

SECTION Ⅱ. Vehicles Meeting on Single-Lane Roads. When vehicles proceeding in opposite directions meet on a single-lane road or other place where simultaneous passage is hazardous each shall bear as far as possible to the right side of the road, and pass with caution to the left of each other. Section 6 of Governor General Order No 231, November 1938, is hereby amended in accordance herewith.

SECTION Ⅲ. Passing Vehicles; Tramcars. When any vehicle intends to pass another vehicle proceeding in the same direction, the rear vehicle shall sound a warning device, and proceed with caution to pass the leading vehicle to the left thereof. Tramcars proceeding along tracks in the center of any street may be passed to the right thereof. Section 7 of Governor General Order No 231, November 1938, is hereby amended in accordance herewith.

SECTION Ⅳ. Parking. All vehicles, unless otherwise restricted, shall be parked on the right side of any street. Section 13 of Governor General Order No 231, November 1938, and Section 92 of Governor General Order No 231, November 1938, are hereby amended in accordance herewith.

SECTION Ⅴ. Right of way at Junctions and Intersections. A vehicle passing along any primary or heavily-travelled street, road, or highway, shall have the right of way over any vehicle entering upon or crossing same from a secondary or lesser travelled street, road, or highway. When vehicles meet at any intersection or junction of streets, roads, or highways equally travelled, the vehicle on the right shall have the right of way. Section 78 of Governor General Order No 231, November 1938, is hereby amended in accordance herewith.

SECTION Ⅵ. Right of Way of Fire Department Vehicles. When a fire engine or other fire department vehicle is proceeding along a street, road, highway, or bridge to a fire, a warning device, bell or siren shall be continuously sounded, and all vehicles traveling along the same street, road, highway, or bridge shall move as far to the right as possible and come to a stop. Vehicles on any cross-street, road, or highway shall not enter the street, road, or highway on which the fire department vehicle is proceeding, until same shall have passed. Section 79 of Governor General Order No 231, November 1938, is hereby amended in accordance herewith.

SECTION Ⅶ. Right of Way on Hills. When vehicles approach each other on a hill where there is single-tane traffic or where simultaneous passage is hazardous, the ascending vehicle shall move as far to the right of the road as possible and give the right of way to the descending vehicle. Section 60 of Governor General Order No 231, November 1938, is hereby amended in accordance herewith.

SECTION Ⅷ. Penalties. Any person violating the provisions of this Ordinance shall, upon conviction by a Military Occupation Court or Special Judicial Officer, suffer such penalty as the count or Special Judicial Officer shall determine.

SECTION Ⅸ. Effective Date. This Ordinance shall be effective at 2400, 31 March 1946.
