I. Resolution authorizing the Speaker of the House of Representatives to frank letters and packages.

Speaker of the house of representatives to frank letters, &c.Resolved, by the Senate and House of Representatives of the United States of America in Congress assembled, That the Speaker of the House of Representatives of the United States be, and he is hereby, authorized to frank and to receive letters and packages by mail free of postage.
