No. 4. Joint Resolution authorizing the Postmaster General of the United States to contract with railroad companies, in certain cases, without advertising for proposals therefor.
Resolved by the Senate and House of Representatives of the United States of America in Congress assembled,Authority to contract with any railroad. That the Postmaster General be, and he hereby is, authorized to make and enter into contracts with any railroad company for the transmission of the mail, without advertising for bids on such proposals, as now required by law.
