Mr. Nieh Chung-hsi was born at Luho Hsien, Anhwei province, in 1877, and was educated under the old Imperial system. Under the Manchu regime he served as a prefect in Kiangsu province and for a time was connected with the Bureau of Sea Defence at Shanghai. For the past eighteen years he has served as a magistrate of the Mixed Court of the French Concession at Shanghai. He has received decorations from both the Chinese and French governments.
