Was Secretary to Japanese Legation at Berlin in 1873, gnd was subsequently, on two occasions, Minister at that capital; was Minister for Foreign Affairs in Tokyo in 1889-91, and in 1898-1900; was appointed Ambassador in Washington in March, 1906.
