After having held various posts in Treasury, Home Office and other depts. appointed Gov. of Tokyo, and later Vice-Minister of Home Affairs; Minister of Educ., 1890; Minister of Justice, 1893-96; Minister of Home Office, 1891-96; Minister of Communication, 1898-1900 and 1901-1903; Minister of Home Office, 1904-1905.
