Provides for an account to have the right to load a file to English Wikisource where the file already exists at that name at Wikimedia Commons. The usual case is that is not possible without administrator rights.
Right: Override files on the shared media repository locally (reupload-shared)
The right can be assigned by administrators though will be typically restricted without a consensus discussion of the community.
