Include

• Understanding of Wikisource:What Wikisource includes and Wikisource:Style guide
• Appropriate use of namespaces and their header templates
  • use of {{header}} in main namespace, including subpages, relative links, previous, next
  • basic use of transclusion, <pagelist>
  • construction of an {{author}} template, as explained at author pagesd
  • understanding of templates
  • basic understanding of tables
  • basic knowledge of footnotes and endnotes
  • appropriate implementation of wikilinks
• Page: namespace editing
  • good understanding of basic templates; can differentiate and utilise inline <span>, eg. {{smaller}}, and block <div>, eg. {{smaller block}} templates; and not wrap inline templates around block templates
  • use of header/footer, and templates within these, including split block templates
  • appropriate setting of page status

I would add to above(depending on circumstances):

• reasonable understanding of common OCR mis-reads, commonly used substitutions/transpositions, and variantly spelt words.
• Some understanding about Mediawiki/Proofread Page limitations.
