Mr. Justice HARLAN, concurring.
I join the opinion of the Court on the premise that the only issue in this case involves alleged racially segregated districts. The case is thus, in my opinion, governed by entirely different constitutional considerations, see Gomillion v. Lightfoot, 364 U.S. 339, 81 S.Ct. 125, 5 L.Ed.2d 110, than those which I believe should govern in Wesberry v. Sanders, 376 U.S. 1, 84 S.Ct. 526, also decided today, in which I have filed a dissenting opinion, 376 U.S. 20, 84 S.Ct. 536.
