The numbers game was an illegal lottery where you picked three numbers and there was a drawing every day for the winner. The seller of tickets was called a "policy dealer" or a "lottery dealer" in the 1800s. The "bank" would process the betting slips which were carried back and forth by "runners". The winning number was a random number derived from horse racing or the United States bond market sales numbers.
