Secret letter to the President 7/9/40 from Lord Lothian, British Embassy, enclosing a copy of a telegram to the President from the Prime Minister regarding the appt. of the Duke of Windsor as Governor of the Bahamas. Th Says the Prime Minister was particularly anxious that the P. should have advance information of this appt. However due to the receipt of the message in a corrupt form and also due to leakage it was necessary to arrange for the appt. to be announced "this evening by the British Broadcasting Company."
