Halifax has asked the Secretary of War for one of our reports which he has gotten wind of relating to some American Army opinions as to the condition of the defense of the British Isles. Frankly these reports are critical and I have asked the Secretary of War to give them to Halifax because I am very confident that our relations are such that this criticism will not be misunderstood in British Army circles. They are intended to be helpful as between two nations working in the closest friendship. I hope you will personally make this clear to your army and air people.
