FOR THE FORMER NAVAL PERSON FROM THE PRESIDENT
I HAVE CABLED OUR MISSION IN MOSCOW TODAY THAT WE CAN MAKE AVAILABLE FROM JULY 1, 1942 TO JANUARY 1, 1943 1200 TANKS A MONTH FOR ENGLAND AND RUSSIA COMBINED; FROM JANUARY 1, 1943 TO JULY 1, 1943 2000 TANKS A MONTH. I TOLD OUR MISSION TO MAKE A COMMITMENT TO RUSSIA OF 400 TANKS A MONTH BEGINNING JULY 1 IN ADDITION TO THOSE ALREADY PROMISED AND ADVISED THEM AFTER CONSULTATION WITH YOUR REPRESENTATIVES TO INCREASE THE AMOUNT STILL FURTHER IF THAT SEEMED DESIRABLE.
WE ARE MAKING COMMITMENT TO THE RUSSIANS OVER AND ABOVE THE COMMITMENTS MADE TO JULY 1 OF 3600 COMBAT PLANES BETWEEN JULY 1, 1942 AND JULY 1, 1943.
THIS LARGE INCREASE IN THE TANKS IS DUE TO OUR DOUBLING OUR WHOLE TANK PRODUCTION SO WE ARE GOING TO PUT THE PRODUCTION TO WELL OVER 2500 TANKS A MONTH.
