Owen Langan, former athletic star and crack runner several years ago as a member of the Irish-American Athletic Club, was yesterday afternoon appointed sewer inspector at an annual salary of $1,500. There was some dispute before Langan received the appointment. Commissioner Byrne, in introducing the resolution calling for the appointment of Langan, insisted that he and no one else receive the appointment. Langan was third on the civil service list, while Thomas Fallon, Jr., who has been trying for the appointment, was first. Commissioner Brensinger, Mayor Fagan and Byrne voted for Langan. Moore and Hague voted for Fallon, sticking to their policy of always voting for the top name on the list.
