- CITATION:
- For outstanding meritorious service from September 1985 through September 1986 as Director of the Atlantic Fleet Command Center. Commander COKER's aggressive leadership was instrumental in the smooth transition of command center operations during the separation of the Commander in Chief, U.S. Atlantic Command/U.S. Atlantic Fleet Commands. Operating within severe time constraints, he developed a comprehensive change to the Military Construction Project for the new command center which encompassed relocation of space and Function to accommodate two separate command centers. His broad range of professional skills and initiatives dramatically improved the functional and operational capability of both command centers. Commander COKER's distinctive accomplishments and impressive devotion to duty upheld the highest traditions of the United States Naval Service.
