to extend such term for not over two years at a time. If, during the said period of time, the circumstances have changed, a royal decree may be enacted to allow the holding of an election at any time.

If memberships become vacant for any other reason than retirement by rotation, Members shall be elected to fill all the vacancies. But the Members admitted for such replacement shall be in office only for the ⟨remaining⟩ term of their predecessors.”
