B. and A.M.; studied law at Yale and Harvard law schools; and received the degree of LL.D. from Harvard university. In 1872 he

professor of constitutional law in Yale university. In 1893 he became associate judge of the supreme court of errors of Connecticut. In 1873-87 he was a member of various state commissions for the revision of laws on education, pleading, taxation and general statutes. In 1890 he was president of the American bar association-, was president of the American social science association in 1897; in 1884-96 was president of the New Haven colony historical society; and in 1899 was president of the International law association. He is the author of Modern Political Institutions.
Baldwin, Theodore Anderson, soldier, was born in New Jersey. He served throughout the civil war; in 1887 became major; and attained the rank of brigadier-general of United States volunteers in the Spanish-American war. Baldwin, Theron, educator, missionary, was born July 21, 1801, in Goshen, Conn. He went as a missionary to Illinois in 1839; and in 1831 went east to solicit funds for the IlHe linois college, opened in Jacksonville. was first principal of Monticello seminary. He died April 10, 1870, in Orange, N.J. Baldwin, Thomas, clergyman, legislator, author, was bom Dec. 23, 1753, in Bozrah, Conn. In 1773 he was elected to the Connecticut state legislature. In 1790 he became pastor of the Second baptist church of Boston, Mass.; and in 1803 he published the American Baptist Missionary Magazine. He died Aug. 29, 1825, in Waterville, Maine. Baldwin, William, physician, botanist, auwas born March 29, 1779, in Chester county. Pa. In 1817 he was sent by the government on a mission to South America and in 1819 was appointed surgeon of Major Long's expedition. He was the author of A Short Practical Narrative of the Diseases Which Prevailed Among the American Seamen at Wampoa in China in the Year 1805 and other works. He died at Franklin, Mo. thor,
Baldwin, William Ashbridge, railroad president, was born June 28, 1835, in Philadelphia, Pa. Since 1893 he has been president of the Cleveland and Marietta railway. Baldwin, William Henry, civil engineer, was born March 10, 1843; in Nashua, N.H. He received the rudiments of his education in the public schools of New England; and in
1863 graduated from Dartmouth college. During the civil war he was a captain in the

of great service to his country as a civil engineer. He has been engineer of the Yonkers water works; and has been city civil engineer for Yonkers, N.Y. Baldwin, William James, mechanical engineer, author, was born on June 14, 1844, on shipboard; and his birth recorded at Waterford, Ireland; and is the son of Captain John Baldwin. He was educated in Boston, Mass.; and at Charlottetown, P.E.I. ; and was given two years' special training in naval architecture. During the civil war he did special work in naval construction; and also did similar service under the Brazil government

He is president of the St. Louis, Keokuk and northwestern railroad; and is also president of the Chicago, Burlington and Kansas City railway. Baldwin, Winfred, clergyman, theologian, was born Feb. 11, 1851, in Blenheim, N.Y. In 1872 he graduated from the New York Conference seminary; and six years later from the Boston university school of theology. For eleven years he was a member of the East Maine conference of the methodist episcopal church; and since 1889 has been a member of the North Dakota conference. Baldy, Peter, merchant, founder, donor, 2, 1789, in Berks county. Pa. In 1814 he started in business as a merchant at Danville, Pa. He bequeathed fifty thousand dollars to the episcopal church of Danville, which he had established. He died Nov. 24, 1880, in Danville, Pa. Balestier, Charles Wolcott, author, was born Dec. 30, 1861, in Rochester, N.Y. He was an American writer who established himself as a publisher in London, England.
