He was a delegate in 1765 ft-om Rhode Island to the colonial congress held in New York City. In 1768-76 he was an associate justice of the supreme court of Rhode Island; and in 1776-77 was chief justice. He was speaker of the Rhode Island state assembly in 1774 when the obnoxious royal decree reached Boston closing the port and transferring the board of customs to Marblehead, and the seat of government to Salem, he died in Rhode Island. ist,
Bowles, Francis Tiffany, civil engineer, naval architect, was born Oct. 7, 1858, in Springfield, Mass. In 1879 he graduated from the United States naval academy. He has been associated with the building of the new navy since its beginning; was in the naval advisory board in 1883; for fourteen years was head of construction and repairs in the navy yards of Norfolk and New York; and was two years chief constructor in the United States navy. He then became president of the Fox river ship and engine company of Quincy, Mass. For ten years he was state's prosecuting attorney; was postmaster of Evergreen, Ala.; and in 1887-98 was judge of probate.
