He was a member of the Massachusetts state legislature in 1829, 1833, 1834 1838 and 1840; and was a state senator in 1835, 1838 and 1839; and was judge of the court of common pleas in 1842-44. In 184953 he was a representative from Massachusetts to the thirty-first and thirty-second congresses. He was chief justice of the superior court of Suffolk county in 1858-59; and subsequently was chief justice of the superior court Massachusetts. He was a member of the state constitutional conventions of 1853 and 1859; a commissioner to negotiate, the Webster treaty in 1842;- and was a delegate to the peace congress of 1861. born April 17, 1827, in Greenfield, Mass. He practised law in Greenfield until 1862, and then in Boston, Mass. In 1861-67 he was reporter of decisions in the supreme judicial court of Massachusetts ; was attorney-general of Massachusetts in 1867-72; and chairman of commission to revise the statutes of Massachusetts in 1881. In 1882-98 he was associate justice of the state supreme court He is the author of of Massachusetts. Allen's Massachusetts Reports, in fourteen volumes; and Telegraph Cases. Allen, Charles Claflin, lawyer, legislator, founder, was born July 25, 1885,in St. Louis, Mo. Since 1877 he has practised law in St. Louis, Mo.; and in 1895-1901 was associate city counselor. In 1881-82 he was a representative in the Missouri state legislature. He was one of the organizers and was president of the civil service reform association of Missouri. He was one of the organizers of the universal congress of lawyers and jurists of 1904 held in St. Louis, Mo. In 1895 he was president of the St. Louis bar association. Allen, Charles Dexter, journalist, banker, author, was born May 8, 1865, in Windsor Locks, Conn. He was educated in the common and high schools of Hartford, Conn. For twenty years he was a banker, editor and many literary critic; and a member of clubs, and societies both here and abroad. Since 1898 he has been editor of In Lantern
Land. In 1902 he edited Appleton's Cyclopedia and New International Encyclopoedia. He is the author of American Book Plates; Ex Libris, Essays of a Collector; and Classified List of Early American Book Plates. Allen, Charles Elmer, educator, botanist, scientist, was born Oct. 4, 1872, in Horicon, Wis. He was educated at the university of Wisconsin; and has received the degrees of B.S. and Ph.D. from that institution of learning. In 1901-04 he was instructor in botany, in 1904-07 was assistant professor of botany, and since 1907 has been associate professor of botany in the university of

of larch. Allen, Charles Frederic, educator, clergyman, college president, was born Jan. 28, 1816, in Norridgewock, Maine. In 1839-43 he was an instructor in Kent's Hill seminary; and in 1843-72 was a minister in the Maine methodist episcopal church. In 187279 he was president of the Maine state college of agricultural and mechanic arts. In 1879-99 he was again in the methodist ministry. He was one of the committee to revise the hymn-book of his church. He died Feb. 9, 1899, in Portland, Maine. Allen, Charles Herbert, merchant, state senator, congressman, governor, was born April 15, 1848, in Lowell, Mass. He held several local offices in Lowell; was a representative in. the Massachusetts state legislature in 1881 and 1882; and was a state senator in 1883. In 1885-89 he was a representative from Massachuetts to the fortyninth and fiftieth congresses. In 1891 he was republican candidate for governor; and in 1898 became assistant-secretary of the navy. In 1900-04 he was governor of Porto Rico. Allen, Charles Julius, soldier, civil engineer, was born Jan. 31, 1840, in Buffalo, N.Y.
In 1864 he graduated from the United States military academy. He was at once appointed first lieutenant, corps of engineers. United States army, and served in the field as an officer of engineers to the close of the civil war. He received two brevets for war services. In 1867 he became captain; was promoted to major in 1883; and in 1897 attained the rank of lieutenant-colonel in the corps of engineers.
