There were formal orders from the Lhasa Government not to let any one cross the frontier, even if bearing letters from the high officials of Labrang, who are not, however, in charge of frontier affairs. So Rinzing Namgyal had to leave our luggage with the Pipon of Lachan, and had gone back to Darjiling.
