ORDER
on the publication of the United Nations Security Council Resolution
no. 1.772/2007 regarding the situation in Somalia
Based on art. 3 of Law no. 206/2005 on the implementation of international sanctions, pursuant to art. 4 para. (5) from Government Decision no. 100/2004 regarding the organization and operation of the Ministry of Foreign Affairs, with subsequent changes and additions,
the Minister of Foreign Affairs issues this order.

ANNEX
R E S O L U T I O N No. 1,772/2007
adopted by the Council of Security at its 5,732nd meeting on August 20, 2007
The Council of Security,
recalling its previous resolutions on the situation in Somalia, especially Resolution no. 733 (1992), Resolution no. 1,356 (2001), Resolution no. 1.425 (2002), Resolution no. 1725 (2006) and Resolution 1744 (2007), as well as statements by the President of the Council of Security, especially those of July 13, 2006 (S/PRST/2006/31), December 22, 2006 (S/PRST/2006/59), April 30, 2007 (S/PRST/2007/13) and 14 June 2007 (S/PRST/2007/19),
reaffirming its respect for the sovereignty, territorial integrity, political independence and unity of Somalia,
reiterating its commitment to a full and lasting resolution of the situation in Somalia through the Federal Charter of Transition and emphasizing the importance of the existence of institutions with broad representation, established through a totally integrative political process, as provided for in the Federal Charter of Transition,
reiterating its strong support for the Special Representative of the Secretary-General, Mr. François Fall,
reiterating the appreciation of the efforts of the international community, especially the African Union, as well as the League of Arab States, the Intergovernmental Authority on Development and the European Union, to promote peace, stability and reconciliation in Somalia and welcoming their continued involvement,
welcoming the statement of the African Union Security and Peace Council of 18 July 2007 stating that the African Union will extend the mandate of its Mission in Somalia (AMISOM) for a further 6 months, and noting that this communique calls on the United Nations to initiate a peacekeeping operation in Somalia to support long-term stabilization and restoration in the country post-conflict,
taking note of the Letter from the Chairperson of the African Union Commission dated 4 August 2007 to the Secretary-General (S/2007/499), requesting that experts from the African Union Commission and the United Nations Secretariat meet as soon as possible to discuss what additional support can be given to AMISOM,
noting the report of the Secretary-General on Somalia of 25 June 2007 (S/2007/381), in particular paragraph 30 regarding the dispatch of a team of 10 experts on military, police and civilian matters to the African Union headquarters, to strengthen the capacity mission planning and management, and expressing its appreciation for this support to AMISOM,
recalling that, as provided for in the Charter of the United Nations, cooperation between the United Nations and regional bodies in matters related to the maintenance of peace and security, to the extent compatible with regional action, is an integral part of collective security,
noting paragraph 27 of the Secretary-General's report, referred to above, which communicates the offer of "good offices" by the International Contact Group to facilitate the process of genuine political reconciliation in Somalia, and encouraging the International Contact Group to continue implementing this offer,
reiterating its support for the Transitional Federal Institutions of Somalia, stressing the importance of ensuring and maintaining stability and security throughout the territory of Somalia and stressing the importance of the disarmament, demobilization and reintegration of Somali militias and ex-combatants,
condemning all acts of violence and extremism in Somalia and expressing concern at the continuation of violence in Somalia,
underlining its concern at the worsening of piracy off the coast of Somalia, a phenomenon described in paragraph 51 of the Secretary-General's report, and taking note of the joint statement of the International Maritime Organization and the World Food Program of 10 July 2007,
underlining the contribution of AMISOM and its Ugandan contingents to lasting peace and stability in Somalia, condemning all forms of hostility towards them and urging all parties in Somalia and the region to support and cooperate with AMISOM,
underlining that the full deployment of AMISOM will help avoid a security vacuum and create the conditions for the complete withdrawal of other foreign forces from Somalia,
deciding that the situation in Somalia continues to constitute a threat to international peace and security in the region, acting under the provisions of ch. VII of the United Nations Charter:
