1. stresses the need for Somalia to have broadly representative institutions established through a fully inclusive political process, as envisaged in the Federal Charter of Transition, to strengthen stability, peace and reconciliation in the country and to ensure maximum effectiveness of international assistance;
2. welcomes the meeting of the National Reconciliation Congress (NRC), at the initiative of the Federal Institutions of Transition, and urges all parties to support it and participate in the political process;
3. stresses the need for the NRC to be a Somali-inclusive and fully inclusive political process involving all stakeholders, political, clan, religious leaders, business and civil society representatives such as women's associations;
4. urges the Federal Institutions of Transition and all parties in Somalia to respect the conclusions of the NRC and support the continuation of an equally inclusive political process and encourages them to join efforts to promote such an inclusive dialogue;
5. reiterates the need for the ongoing political process to agree to both a total and lasting cessation of hostilities and the plan for a global peace process, which would include elections democratic at the local, regional and national level, as it provides Federal Charter of Transition of Somalia;
6. requests the Secretary-General to continue and intensify his efforts to strengthen the NRC and, in addition, to promote the continuation of a fully inclusive political process, both by supporting the Federal Institutions of Transition to fulfill this dual mission and by collaborating with the Union African Union, the League of Arab States, the Intergovernmental Authority on Development, the European Union and the International Contact Group on Somalia, and requests the Secretary-General to report, in accordance with the timetable in paragraph 17, on the efforts of the Federal Institutions of Transition, on progress under the NRC and to the subsequent political process and any obstacles to their success;
7. Requests the Secretary-General to include in the same reports an assessment of additional measures that may be needed to strengthen the capacity of the United Nations Political Office for Somalia (UNPOS) to fulfill its role as set out in paragraph 6, including the possibility of relocating to Nairobi to Mogadishu and all security arrangements that may be necessary for such removal;
8. Affirms its intention to, following the Secretary-General's reports referred to in paragraph 6, take action against those who attempt to obstruct or block the NRC or a peaceful political process or against those who threaten the Federal Institutions of Transition and AMISOM with force or act for undermining stability in Somalia or the region;
9. Decides to authorize the member states of the African Union to maintain a mission in Somalia for another 6 months, which mission will be authorized to take all necessary measures to fulfill the following mandate:
a) to support dialogue and reconciliation in Somalia by supporting free movement, safe movement and protection of all those involved in the process referred to in paragraphs 1-5;
b) to ensure, in case of necessity, the protection of the Federal Institutions of Transition, to support them in carrying out their governance functions, as well as security for key infrastructure;
c) to assist, within its capacity and in collaboration with other parties, the implementation of the National Stabilization and Security Plan, in particular the effective restoration and training of the fully integrated Somali security forces;
d) to contribute, according to requests and within the limits of its capacity, to the creation of the necessary security conditions for the provision of humanitarian assistance;
e) protect its personnel, facilities, installations, equipment and mission and ensure the security and freedom of movement of its personnel;
10. Urges the member states of the African Union to contribute to the aforementioned mission to create the conditions for the withdrawal of all foreign forces from Somalia;
11. decides that the measures imposed by paragraph 5 of Resolution no. 733 (1992) and explained in paragraphs 1 and 2 of Resolution no. 1.425 (2002) do not apply to:
a) deliveries of weapons and military equipment, technical training and assistance aimed exclusively at supporting the mission mentioned in paragraph 9 or intended for use by it; or
b) supplies and technical assistance provided by states, intended exclusively for the establishment of institutions in the security sector, in accordance with the political process established in paragraphs 1-5 and, in the absence of a negative decision of the Committee established pursuant to Resolution no. 751 (1992), within 5 working days from the receipt of the information described in paragraph 12;
12. decides that the states that provide supplies or technical assistance according to paragraph 11 b) will inform the Committee established pursuant to Resolution no. 751 (1992) in advance and on a case-by-case basis;
13. stresses that the arms embargo continues to contribute to peace and security in Somalia, calls on all Member States, especially those in the region, to fully respect it, reaffirms its intention to urgently develop measures to increase its effectiveness, including measures aimed at directly supporting the arms embargo and requests that, within 60 days of the adoption of this resolution, the Committee established pursuant to Resolution no. 751 (1992) to report to the Security Council on the measures that may be taken and their implementation;
14. urges Member States to provide financial resources, personnel, equipment and services for the full deployment of AMISOM;
15. requests the Secretary-General to consult with the African Union Commission on additional support that may be provided to AMISOM and to report to the Security Council on any progress in accordance with the timetable set out in paragraph 17;
16. Requests the Secretary-General, following the observations in his above-mentioned report on Somalia of 25 June 2007, to continue to develop existing plans of action for the eventual deployment of a United Nations peacekeeping operation to replace AMISOM, including:
a) sending an additional technical evaluation mission to the region as soon as possible;
b) intensifying contacts with countries with the potential to send troops;
c) identifying additional measures to be taken by the United Nations and the international community to create the necessary conditions for the successful implementation of a United Nations peacekeeping mission in Somalia and to overcome possible obstacles, specifying also the measures, indicators and timelines to assess progress, which will contribute to the decision of the Security Council on the appropriateness and objectives of a United Nations mission;
17. requests the Secretary-General to report to the Security Council within 30 days of the adoption of this resolution and then again within another 30 days on the status of further development of the plans described in paragraph 16, as well as on political issues mentioned in paragraphs 6 and 7;
18. encourages Member States whose military ships and aircraft operate in international waters and in the airspace adjacent to the coast of Somalia to exercise vigilance in the event of all incidents of piracy in these areas and to act accordingly to protect the merchant marine from such acts, in especially the transport of humanitarian aid, according to the relevant international law;
19. reaffirms its previous resolutions no. 1,325 (2000) on women, peace and security and no. 1,674 (2006) and no. 1,738 (2006) on the protection of civilians in armed conflict and
