J Raw Silk, and if longer permitted, may endanger the overthrowing of that Art or Myftery in this Nati- on : And whereas of late great Qiiantities of 1 hrown Silk have been imported from feveral Parts and ^ Places in Europe^ v/hich are not the Places of its Growth or Prodiiftion, and thereby the true Intent and i ^ Meaning of the Aft made in the twelfth Year of King Charles the Second, intituled, An Aii for the Encouragement and Increafmg of Shipping and Navigation, is evaded :' For the Prevention of which Mif- chiefs, and for the better Encouraging the feveral Manufactures of this Kingdom, and of that ufeful snd national Trade into Turkey, -ini the better fuppor.ing the Art of Throwing Silk in this Realm, and the Poor therein employed : ' II. Be it declared and enafted by the King's and Queen's mofi: excellent Majefties, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefcnt Parliament af- fembled, and by the Authority of the fame, That the Throwing of Silk is not, nor ought to be conftrued, _a Manufa£lnre within the Intention of the faid A<£t, for the encouraging and increafmg of Shipping and Navigation ; and that no Thrown Sil.k of the Growth or Produ<Stion oi Turkey, Pcrfia, Ea/i India, or Chi- tia, or of any other Country or Place (except only fuch Thrown Silk, as is or fhall be of the Growth or Production of Italy, Sicily, or the Kingdom of Naples, and which fhall be imported in fuch Ships or Vef- fels, and navigated in fuch Manner, as in the faid A£t of Navigation is directed or allowed, and brought from fome of the Ports of thofe Countries or Places, whereof the fame is of the Growth or Production, and'which fhall come directly by Sea, and not otherwife) fhall at any Time after the five and twentieth Day of May in the Year of our Lord one thoufand fix hundred and ninety, be brought or imported into the Kingdom of England, Dominion of Wales, the Iflands of Jerfey or Gtiernfey, or the Town oi Beru'i-ek upon Tweed ; under the Penalty and Forfeiture of all ilich Thrown Silk, fo imported contrary to the Pur- port, true Intent, and Meaning of this Aft ; one Moiety whereof fliall be to the Ufe of the King's and Q^teen's Majefties, their Heirs and Succefibrs, and the other Moiety thereof to fucli Perfon or Perfons as fhall fcize, inform, or fue for the fame, to be recovered by Bill, Plaint, Information, or other Adion, in any of their Majefties Courts of Record, wherein no Eflbin, Protection, or Wager of Law fliali be al- lowed. IM. Provided neverthelefs. That this A<5t fliall not extend to any Thrown Silk of the Growth or Pro- duction of Italy, Sicily, or Kingdom of Naples, that fhall be brought in, or imported into England, other- wife than by this A<Sl is dire£ted, at or before the firfb Day of Septe?niier one thoufand fix hundred and ninety, and which fh-dl be proved by the Oath of the Party, his Servant or Agent, to whom the fame doth belong or appertain, to have been provided and bought by his and their Order from England, in fome Part or Place in Italy, Sicily, or the Kingdom of Naples, at or before the firfl Day of June one thou- fand fix hundred and ninety ; which faid Oath the Commiflioners of the Cuftoms, or any two of them, for the Time b=ing, are hereby impowered to adminifter. IV. Provided always. That no Thrown Silk, laden in India, Perfia, or China, to be imported into England, on or before the twentieth Day of September, one thoufand fix hundred ninety-one, fhall be lia- ble to any Forfeimre by Virtue of this A£t; any Thing to the contrary in any wife notwithftanding.
