- or Lambs Wool, to be converted into the Woollen Manufactures of this Realm, and in the making or

' Value of the Materials is Wool, and in whitening of new Linen in the Piece, in Order to the Sale of fuch
- Linen, or in force of them, and it being juciged reafonible to give an Encouragement to Perfons who fhall
' be employed in the preparing, making or finifliing thofe Manufactures, whether the fame be for Exporta- ' tion or Home Confumption ;' It is hereby further provided and enaCted, That it fnall and may be lawful On Oath or to and for any Perfon and Perfons, who, after the faid fecond Day of Augitft one thoufand feven hundred Affiimjtion of and iburteen, during the Continuance of the Duties on Sope by this ACt granted, fiiall employ, fpend and ^^'^^'.^.""-^ '^ ccnfume any Quantity or Quantities of Sope in the making of any Cloths, Serges, Kerfies, Bays, Stock- n^^^'jjiJg'^lo^jjj ings, or other iianufaClures of Sheeps or Lambs Wool only, or Manufactures whereof the grcateit Part of ic. the Value of the Materials fhall be Wool, or in the finishing the faid Mat-.ufaCfures, or preparing the Wocl for the fame, or in whitening of nev/ Linen in the Piece, in order to the Sale of fuch Linen, or to and for his, her or their chief Workman emjiloyed under him, her or them in thofe Works, or any of them, from Time to Time, to make Proof in Writing by the Affidavit of the fiid Perfon or Perfons, who fhall fo em- ploy, fpend andconfume the faid Sope, or of his, her or their chief Workman, unlefs he, fhe or they be a known Quaker orQiiakers, and by the folemn Affirmation of fuch Quaker or Qiiakers, before the Col- lector and Superviforof the DiftriCt or Divifion where I'uch Sope fhall befo employed, fpent and confumed, or either of them (who are hereby refpeCtively impowered and required to adminifter the fame, upon the Requeftof the Manufacturer, or nis, her or their chief Workman aforefaid) which faid Affidavit or Af- firmation fhall fpecify the Kinds and Quantities of the Manufactures fo made, finifhed, prepared or whi- Specifying the- tened, and the Days between which, and the Places where the fame were fo made, finifhed, prepared or Manufaftures whitened refpeCtively, and the Qiiantities and Kinds of the Sope which were aCtually employed, fpent and ^° ""-^ile, &c. confumed therein, and that no Allowance by virtue of this ACt, was before made to fuch Manufacturers ^""^ *3' "<> Al- refpeCtively, or for his,, her or their Benefit, of the Duties payable by this ACl, for the Sope fo fpecified in '™'ance hath fuch Affidavit or Affirmation, or any Part thereof; and that upon the making of every fuch Affidavit or f^.r^ Affirmation, the faid Collector out of the Money in his Hands of the faid Duties upon Sope by this ACt Coikftor to re- granted, fhall pay to the faid Manufacturers refpeCtively fo much as the whole Duties granted by this ACt, paythe vvhole- for the Sope fpecified in every fuch Affidavit or Affirmation taken by the faid ColleCtor and Supervifor '^"""j- ^"'^•■ jointly, or by the faid Collector fingly, doth amount unto, without any Delay ; and in cafe the fame were adminiftred by the Supervifor only, then upon a Certificate thereof made and figned by the faid Supervifor (which he is hereby required to make and fign upon Demand) the fiid Collector fhall, out of any Monies in his Hands of the faid Duties on Sope, forthwith pay to the fiid Manufacturers refpeCtively, the faid Du- ties fo payable by this Adt for the Sope fo fpent and confumed, as aforefaid ; and in cafe the ColleCtor fhall not then have Money fufficient in his Hands to fatisfy fuch Payments, That then and in every fuch Cafe,, the Commiffioners of the faid Duties on Sope for the Time being, upon a Certificate thereof from the fiid Collector (who is hereby enjoined and required to make and fign fuch Certificate) fhall forthwith caufe fuch Payments to be made out of any Monies arifing by the faid Duties on Sope by this ACt granted, without any further Delay. XVIL And it is hereby declared and enaCted, That the faid Affidavits, Affirmations and Certificates, Such Affidr.vrts^ touching the iaid Allowance to the Woollen and Linen Manufacturers a'orefaid, (hall and may be wiitten or f-^- "°' ^ * printed upon Paper not flamped or marked for any the Duties charged by any ACl upon ftampt Vellum, ^"'P'^ > '^<=- Parchment or Paper ; and that no Fee, Gratuity or Reward whatfoever, fliall be required, demanded or ta- ken from any the faid Manufacturers, for making any the Payments of the faid Allovi'ance for Sope con- fumed in the faid Woollen or Linen Manufactures, or for making or taking any the faid Affidavits, Affirma- tions, or Certificates relating thereunto (except four Pence for writing every fuch Affidavit, Affirmation or Certificate) upon Pain that any the faid Officers offending therein, fnall for every fuch Offence pay treble Damages to the Party grieved, befides Cofts of Suit, to be recovered in fuch Manner, as any other Penal- ties relating to the Duties upon Sope are by this ACt to be recovered. XVin. And for the better preventing Frauds and Abufes in obtaining the Allov.'ances laft mentioned, it Such Affi.-iavir is hereby further enaCted, That if any Perfon or Perfons fha'l, in fuch Affidavit or Affirmation, fwear, af- i-c faife, for firm or alledge any Matter or Thing that fhall be falfe and untrue, v/ith an Intent to defraud her Majefty, fcits treble the- her Heirs or. Succeffors, fuch Perfon or Perfons offending therein, fhall for every fuch Offence forfeit and lofe ^'■"=°f fl^= treble the Value of the Allowance for which fuch Affidavit or Affirmation fliall be made, to be recovered in o^^^""- like Manner (to wit) one third Part thereof to the Ufe of the Queen's Majefty, and the other two Thirds thereof, with Cofts of Suit, to the Ufe of the Informer orProfecutor ; and if any Perfon or Perfons, being Sf'^ond Offence: once convicted of any fuch Offence, ftiall again offend in the like Kind, and be thereof duly conviCted in ^'J""^?- any Court of Record at Weftmlnjler^ or in any the Courts of Scotland^ every fuch. Perfon or Perfons, for fuch other Offence, fhall fuffer as in Cafes of wilful and corrupt Perjury. ' XIX. And whereas it has been found by Experience, That feveral R^akers of Sope, with Intent to de-
