An A£t for repairing, enlarging and preferving the Harbour of Elknfoot^ in the County of Cumlerland. PR. WHEREAS the Harbour of jE&»/iof, in the County of Cumberlanii, although fituated very con- veniently for the Coal Trade carried on in that County, is not, in its prefent State and Condition, capable of receiving and harbouring Ships and VefTels fufficient for that Purpofe ; but, in cafe a new Piei-, and other Works, were erefled and made in and about the fame, it might be made a proper and fufficient Harbour for the Reception and Safeguard of Ships and Veffels navigating in thofe Seas ; which would not only be a Means of extending the faid Coal Trade, but would Contribute alfo to the Increafe of his ' Majefly's Cuftoms, and the Improvement of Trade and Navigation in general : But as a fufficient Sum of ' Money^cannot be raifed to defray the Expence of amending and enlarging the faid Harbour, and render- ' ing the fame fit and proper for the Purpofes aforefaid, without the Aid and Authority of Parliament/ May it therefore pleafe your moft Excellent Majefty, that it may be enacted, is"/:. " From 25 March 1749, during 21 Years, there fhall be paid unto the Commiffioners herein after named,
- ' viz. by the Coal Owner, two Pence for every 192 Gallons of Coals, fhipped in the Harbour ; and by
" the Mafter of the Ship, two Pence for every 192 Gallons j and after the End of 21 Years, one Penny. " Every Mafler of a Ship not loading Coals, fhall pay upon Arrival from any Place In Great Britain 01 " Ireland, or the Ifle of Man, fix Pence per Ton. For every Ship which fhall be driven, or come in for " Security, four Pence per Ton. Truftees to appoint CoIleAors. The Money received to be applied to- " wards maintaining tlte Harbour. Colleftors to give Security. Diftrefs for Non-payment of Duties. " Power to meafure Ships, to afcertain the Tonnage. No Ship to be difcharged by the Officers of the Cu- " ffoms till Duties paid.
