Where Per- fons are incapable, or refufe to treat for Sale of Lands, the Damage and Recompence to be affeffed by a Jury. Lands purchafed, to be deemed publick Quays or Wharfs. Mayor, i^c. may borrow Mo- ney on the Credit of the Tolls. Alfignments may be transferred. Goods landed fhall be removed from the Quays, i^c. in 3 Days, on Penalty of iz d. per Ton; and the fame Ptoalty for every 48 Hours afterwards. Perfons emptying Ballail, ^c. into the Harbour, liable to iuch Penalties as Perfons convitfted for publick Nufances, Mayor and eleven CommiiEoners to be chofen ^^eariy by the Inhabitants. On Death or Removal of Commiffioners, others to be chofen. In cafe the Inhabitants negle6i to appoint Commiffioners, tlie Mayor and Bailiffs are to put the A6t in Execution ; and on their Refufal, a Majority of the Inhabitants. Commiffioners to appoint Watchmen, who ihall execute Orders of the Commiffioners, under Penalty of 10 s. Commiffioners to appoint Number and Sort'of Lamps; and regulate the Watchmen ; and the Manner of. keeping and lightmg the Lamps. Orders relating to the Watch to be delivered to the Water BailiiF and Affiilant Conilables, who fliall keep Watch and Ward by Turns, endeavour to prevent Mifchiefs by Fire, apprehend diforderly Perfons, and take Notice if the Watchmen do their Duties. Mayor and one Juftice may remove Watchmen, Watchmen to apprehend diforderly Perfons. Commiffioners to appoint Affeffors, who are to aiTefs Owners and Occupiers of Houfes, isc, which fhall be allowed by two Juftices, and colled:ed quarterly or half-yearly. AfTeffinents may be levied by Diftrefs and Sale. Security to be taken of Collectors ; and Salaries to be allowed to them. Differences to be determined by the Mayor and Juftices. If Perfons liable to pay any Rate Ihall remove, it may be levied, or recovered by Aition. No Settlement ihall be gained by Payment of the Rates. If Perfons negleCl to account, and pay the Money remaining in their Hands, it may be levied by Diftrefs ; and for want of Diftrefs the Perfon to be commirted. If any Money ftiall be loft, an additional Affement ftiall be made. Property of Lamps vefted in the Mayor, ^c. The AfTeffinents to be applied for watching and lighting the Town, and building a Magazine for Gunpowder. ; /. Penalty on Perfons breaking Lamps. Perfons may lodge Gunpowder in the Magazine paying fix-pence a Hundred Weight. No more than lolb. of Gunpowder to be kept in any Houfe, &c. or aboard a Ship. Juftices may iffue Warrants to fearch for Gunpowder, and feize and fell the fame. Exception for Gunpowder belonging to his Majefty. Perfons aggrieved may appeal ■•' to the Quarter-Seffions.
