Provided always, and it is hereby further enacted and declared by the Authority aforefaid, That no Perfon fhall be liable to any Forfeiture or Penalty by this Act laid or impofed, unlefs Pro- fecution be commenced within one Year after fuch Forfeiture or Penalty fhall be incurred. VII. And be it further enacted by the Authority aforefaid, That the Returning Officer fhall read or caufe to be read openly this A6t, at the Time of Election of Members to ferve in Parliament for Cities, Towns, Ports or Boroughs where the Right of Election is in the Whole, or in Part, in 4. Freemen as aforefaid, immediately after the Reading of the Act pafTed in the fecond Year of his late Majefty's Reign, intituled, An All for the more effetlual preventing Bribery and Corruption in the Elec- tions of Members to ferve in Parliament. VIII. And be it further enacted by the Authority aforefaid, That nothing in this Act fhall ex- tend, or be conftrued to extend to the Cities of London or Norivicb. Preamble. The Commiffioners, af- ter defraying the "Six- pences of the Hofpital, are impowered to grant Out-Penfions to fuch worn out and decrepit Seamen in the King's Service, as are not pro- vided for within the Hofpital. Alignments, &c. of Pay, made by Out-Penfioners, void. Trf afurer of the Hofpital to make out Duplicates of the Out-Penfions, ac- cording to the annexed Form, CAP. XVI. An Act to impower the Commiffioners or Governors of the Royal Hofpital for Seamen at Greenwich, after defraying the neceffary Expences thereof, to provide for fuch Sea- men worn out and become decrepit in the Service of their Country, who fhall not be provided for within the faid Hofpital ; and to enable them to receive fuch Penfions as fhall be granted them by the faid Commiffioners or Governors, in the moft eafy and convenient Manner -, and for preventing Frauds and Abufes attending the fame. HE RE AS by feveral Acts of Parliament, fundry Eftates, Rents and Sums of Money are granted, and fpecially appropriated, for and towards the finifhing and completing the Building of the Royal Hofpital for Seamen at Greenwich ; and for and towards the Maintenance of the Seamen in the faid Hofpital worn out and become decrepit in the Service of their Country : And whereas no Part of the faid Eftates, Rents and Sums of Money can be applied by the Com- miffioners or Governors of the faid Hofpital, for or towards the Relief of any worn out or decrepit Seamen, who are not provided for within the faid Hofpital: And whereas the Revenues of the faid Hofpital will probably be fufficient to provide for a confiderable Number of poor Seamen, as Out- Penfioners, and it would tend to the Increafe and Incouragement of Seamen, if the faid Commif- fioners or Governors were enabled, after defraying the Expences of the faid Hofpital, to provide for fuch Seamen as Out-Penfioners of the faid Hofpital :' Therefore, Be it enacted by the King's moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament aiTembled,. and by the Authority of the fame, That it fhall and may be lawful to and for the Commiffioners or Governors of the Royal Hofpital for Sea- men at Greenwich, and they are hereby authorifed and impowered, after defraying the neceffary Ex- pences of the faid Hofpital, by and out of the Eftates, Rents, Revenues, or other Monies belong- ing to the faid Hofpital, to provide for fuch Seamen worn out and become decrepit in the Service of their Country, who fhall not be provided for within the faid Hofptal ; any Thing in the faid Acts to the contrary notwithftanding. II. And be it further enacted by the Authority aforefaid. That all Affignments, Bargains, Sales, Orders, Contracts, Agreements or Securities whatfoever, which fhall be given or made by any Out-Penfioner, for, upon or in refpect of any Sum or Sums of Money, to become due on any Out- Penfion granted by the Commiffioners or Governors of the faid Hofpital, fhall be abfolutely null and void to all Intents and Purpofes. III. And the more effectually to enable fuch Seamen to receive fuch Out-Penfions as fhall be granted to them by the faid Commiffioners or Governors, in the moft eafy and convenient Manner, and for preventing Frauds and Abufes attending the fame; Be it enacted by the Authority aforefaid, That it fhall and may be lawful to and for the Treafurer of the faid Hofpital for the Time being, and he is hereby authorifed and required, as often as there fhall be Occafion, to make out, or caufe to be made out, two Bills for every fuch Out-Penfion granted by the faid Commiffioners or Go- vernors ; which Bills fhall be Duplicates, and joined together with oblique Lines, Flourifhes or Devices, in fuch Manner as the faid Treafurer fhall think proper, and fhall be made payable to fuch Out-Penfioner by the Receiver General of the Land Tax, Collector of the Cuftoms, Collector of the Excife, or Clerk of the Cheque refpedtively, according to the Appointment in fuch Bills ; and the faid Bills being numbered and dated, fhall be figned by the faid Treafurer, or his firft Clerk, and attefted by the Steward or Clerk of the Cheque of the faid Hofpital, and be written or printed according to the following Form : 2 THE
