Sir James Elphinstone, of Barntoun, 3rd s. of y , ^ Robert, 3rd Lord Elphinstone [S.], by Margaret, da. of Sir John Drummond, was b. 19 Aug. 1557. He was appointed a Lord of Session, under the designation of " Lord Innernochtie, " 4 Mar. 1586/7 ; one of the eight Commissioners of the Treasury in 1595/6, known as "Octavians ;" Secretary of State (*) in 1598, P.C. [E.] 4 May 1603, and on 1 Mar. 1605 President of the Court of Session. He acquired many grants of lands, of which those belonging to the Cistercian Abbey of Balmerinoch, co Fife, (^) were erected into a Barony in favour of him, his heirs male, and heirs of tailzie and provision, (') " Secretary Elphinstone was as wise a man as was in England or Scotland.
