The Plenipotentiaries of Austria and Prussia, appreciat- ing the force of the observations ofTored by the Plenipo- tentiaries of rFrance aud of Great Britain, recognised in like manner on their part the remarkable differences pointed out between the Russian draft of preliminaries and the Protocols of the 13tli of January and 2d of February.
