PUBLIC LAW 99-244—FEB. 11, 1986 Public Law 99-244 99th Congress Joint Resolution
Feb. 11, 1986 [S.J. Res. 74]
To provide for the designation of the month of February, 1986, as "National Black (Afro-American) History Month".
Whereas in 1926 Dr. Carter Godwin Woodson launched the celebration of Negro History Week; Whereas this observance evolved into a month-long celebration in 1976; Whereas February 1, 1986, will mark the beginning of the sixtieth annual public and private salute to Black History; Whereas the observance of Black (Afro-American) History Month provides opportunities for our Nation's public schools, institutions of higher learning, and the public to gain a deeper understanding and knowledge of the many contributions of Black Americans to our country and the world: Now, therefore, be it Resolved by the Senate and House of Representatives of the United States of America in Congress assembled. That the month of February, 1986, is designated as "National Black (Afro-American) History Month", and the President of the United States is authorized and requested to issue a proclamation calling upon the people of the United States to observe that month with appropriate ceremonies and activities to salute all that Black Americans have done to help build our country.
