The investigation shaH relate to the occupations, earnings, sanitary surroundings, and other essential lacts necessary to show the condition of residents of such localities, and to show so far as it may be done the condition of such residents compared with re idents of cities of similar size in other countries. The sum of twenty thousand dollars, or so much thereof as Appmpmmn. maybe necessary to defray the expenses of said investigation, said sum being in addition to the regular appropriations for the Department of Labor, is hereby appropriated out of any money in the Treasury not otherwise appropriated.
