That any bridge built under the provisions of this act shall not be in any case of less elevation than fifty-four ieet from the level ot the water at pool full in said river to the bottom chord of the bridge, nor shall the main span be of less than three hundred and fifty feet in length in the clear, and the piers of the bridge shall be parallel with the current of the river, and the main span shall be over the main channel of the river at ordinary water.
