And the Commissioners of the District of Columbia are author- ` ized to enter into a contract for the construction of said northerly portion of said sewer, commencing at the terminus of the sewer at the Capitol grounds already under contract, and running northerly to near the intersection of New Jersey avenue and D street northwest, at a cost for its completion not to exceed one hundred and fifty thousand dollars, to be paid for from time to time as appropriations may be made by law; and said Commissioners are authorized to construct said sewer, where necessary, across lands belonging to the United States, and as soon as practicable thereafter theexcavated portions of said lands shall be restored to their original condition from the appropriation made for said construction.
