"And, in addition, the Secretary of Commerce and Labor may Amsmnzxuspecwm appoint, in districts or ports where there are two hundred and twenty- m§,$c°;°f,t,°}§yL,°b0,({§’,1§°} five steamers and upwards to be inspected annually, assistant inspect- °P£’,§;§é8 ors, at a salary, for the port of New York, of two thousand dollars ` a year each; for the port of New Orleans, Louisiana; the districts of P iladelphia, Pennsylvania; Baltimore, Maryland; the rts of Boston, Massachusetts; Chicago, Illinois, and the district of $1 Francisco, California, at one thousand eight hundred dollars per year each, and for all other districts and ports at a salary not exceeding one thousand six hundred dollars a year each; and he may a point a clerk to any such board at a compensation not exceeding one thbusand two hundred dollars a year to each person so appointed. Every inspector provided MH°°g°*°t°‘ for in t is or the preceding sections of this title shall be paid his actual and reasonable traveling e uses or mileage, at the rate of live cents a mile, incurred in thepeihdrmance of his duties, together with his actual and reasonable expenses for transportation of instruments, which shall be certifed and sworn to under such instructions as shall be given by the Seeremry of Commerce and Labor. “ Assistant inspectors, appointed as provided by law, shall perform D¤¤¤•· such duties of actual inspection as may be assigned to them under the direction, su rvision, and control of the local inspectors. "And the Sgcretary of Commerce and Labor may from time to time Dwndetail said assistant inspectors of one port or district for service in any other port or district, as the needs of the Steamboat-Inspection Service may, in his discretion, require, and the actual and reasonable traveling expenses or mileage of assistant inspectors so detailed shall be paid in the same manner as provided in this sectionfor inspectors." Be it enacted by the Senate and ][0use of Repre.~¢entatives of the United Ntaz‘ex of America Zn (,bn<[rex.9 assembled, That section forty-four hun- ¤§x:*g';l'i";,{’c‘;‘}"I“Sl’°"‘ dred and eighteen of the Revised Statutes of the United States be, and it is hereby, amended to read as follows: _ "Sr:o. 4418. The local inspectors shall also inspect the boilers and u_§’g{ff"*°“ °* "°“` their appurtenances in all steam vessels before the same shall be used, ri. s5;ec.·M18,p.856, and once at least in every year thereafter, and shall subject all boilers mm ' to the hydrostatic pressure. All such vessels shall comply with the _ following requirements, namely: That the boilers are well made, of c0§§g,;‘,§§,g‘,j“£§cP "’ good and suitable material; that the openings for the passage of water and steam, respectively, and all pipes and tubes exposed to heat, are of proper dimensions and free from obstructions; that the spaces between and around the flues are sufficient; that ilues, boilers, furnaces, safety valves, fusible plugs, low-water indicators, feed-water apparatus, gauge cocks, steam gauges, water and steam pipes
