AND, WHEREAS, It is essential in order to carry into effect the provisions of said act, and in order to secure an adequate supply and equitable distribution, and to facilitate the movement officertain necessaries hereafter in this roclamation specified, that the license powers conferred upon the President by said act be at this time Amo _ Hm exercised to the extent hereinafter set forth. mg¤s¤§`¢i&1gmr¤a1¤u, NOW, THEREFORE, I, Woodrow Wilson, President of the §g@‘g*°{0§f,°·;,°“,§S,°jj United States of America, by virtue of the powers conferred on me v¤¤¤¤. by said_act of Congress, hereby End and determine and by this proclamation do annoimce that it is essential in order to carry into effect the purposes of said act, to license the importation, manufacture, storage, and distribution of certain necessaries to the extent hmm ew mma. hereinafter specified: _ ’ “All persons, firms, corporations, and associations engaged in business as: (a) Importers of cmde oil, fuel oil, gas oil, kerosene or gasoline; (b) Manufacturers of fuel oil, gas oil, kerosene or gasoline; (c) Distributors or marketers of crude oil, fuel oil, gas oil, kerosene or gasoline; (d) Transporters of crude oil, fuel oil, gas oil, kerosene or gasolene (except those specifically exempted by said act of Congress); (e) Produlcers of natural gas who also distribute and market their pro uct; (f) Distributors or marketers of natural gas; (g) Transporters of natural gas (except those specifically exempted _ by said act of Congress); exceggng, however, retailers of crude oil, fuel oil, as oil, kerosene, gaso e or natural gas whose gross sales of crude oii fuel oil, oil, erosene, gasoline and natural gas do not exceed One hundrezialsliousand dollars ($100,000) per annum, are hereby required to secure on or before October 1, 1918, a license, which license will be issued under such rules and regulations govern` the conduct of the business as may from time to time be prescriliiig by the President of the United
