" Br rim Pamsmmrr or rim Umrmi Svraus N¤*·¤¤•·2¤.M¤· A PROCLAMATION WHEREAS, Congress has enacted and the President has on the ,,,,‘f,¥°•‘ ““’ "'*‘°•* fourth day of March, 1919, approved "An Act to enable the President P¤••¤M¤· to carry out the (price guarantees made to pjroducers of wheat of the crops of 1918 an 1919, and to protect the nited States against undue enhancement of its liabilities thereunder’ ’, which Act contains the sammy pmasta. following provision: v°'·‘°·P· **5**- “ That whenever the President shall find it essential in carrying out the guarantees aforesaid, or to protect the United States against undue enhancement of its liabilities thereunder, and shall make proclamation thereof, it shall be unlawful to import into the United States from any country named in such Proclamation, or to export from or shiplfrom or take out of the United States to any country named in suc Proclamation, wheat, semolina, or wheat flour, except at such time or times, and under such regulations or orders and subject to such limitations and exceptions as the President shall prescribe, until otherwise ordered by the President or by Congress; provided, that no pgeference shall be given to the_ports of one State over those of anot er." AND WHEREAS, the President of the United States of America by virtue of the powers conferred upon him by the aforesaid Act of ·<~¤. v- rm Congress did on the twenty-fourth day of June, 1919, End and proclaim, to all it may concern, that it was essential in carrying out the guarantees aforesaid and to protect the United States against undue enhancement of its liabilities thereunder, that wheat an wheat flour on and after July 1, 1919 should not be imported into the United States, or exported from, or shipped from, or taken out of the United States, except at such time or times and under such regplations or orders and subject to such limitations and exceptions as all be prescribed until otherwise ordered by the President of the United States or bv Congress.
