I have heretofore, through the Secretary of War, taken possession of and have, through the Director General of Railroads, exercised control over that system of transfportation called the American Railway Express Company and all o its appurtenances and property of every kind or nature, directly or indirectly, owned, leased, chartered, controlled, or used in the conduct of, or in connection with, its express business; and WVHEREAS, I now deem it needful and desirable that the American Railway Express Company, together with all of its property and · appurtenances, e relinquished from Federal control; 'OW, THEREFORE, under authority of Section 14 of the Federal ,0§`§{l$,*,§},,,§°§,{'§},,‘§{; Control Act approved March 21, 1918 and of all other powers and 1»{%i’·,0 ) ,56 provisions of law thereto me enabling, I, Woodrow Wilson, President ’l' ` of the United States, do hereby relinquish from Federal control, effective the first day of March 1920, at 12:01 o’clock A.
