The Joint Committee on Printing shall fix upon stand- b,§iZE.°g°{;°§,§;,i’{’,,§{?§§ ards_of paper for the different descri tions of public rinting and P'*”"“¤· binding, and the Public Printer shall, under their dlirection, ad- $gf§?§?§‘0$?§’g,,¤d. vertise in one newspaper or trade journal, published in each of six °d- Clt1€S, for sealed proposals to furnish the Government with paper, as specified in the schedule to be furnished applicants by the Public Printer, setting forth in detail the quality and quantities required for the public printing.
