1171 tained and operated free of tolls, or the rates of toll shall thereafter be so adjusted as to provide a fund of not to exceed the amount necessary for the proper maintenance, repair, and operation of the bridge or dike and its approaches under economical management . An accurat e record of the costs of the b ridge or dike and its approaches, the expenditures for maintaining, repairing, and oper- ating the same, and of the daily tolls collected, shall be kept and shall be available for the information of all persons interested . CHAP . 223 .-An Act To authorize the Secretary of War to lend War Depart- ment equipment for use at the Thirteenth National Convention of the American Legion at Detroit, Michigan, during the month of September, 1931 . Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of War be, and he is hereby, authorized to lend at his discretion, to the American Legion 1931 National Convention Corporation, for us e at the Thirt eenth Nat ional Conv enti on of the Amer ican Legio n to be held at Detroit, Michigan, in the month of September, 1931, twenty thousand cots, forty thousand blankets, forty thousand bed sheets, twenty thousand pillows, twenty thousand pillowcases, and twenty thousand mattresses or bed sacks : Provided, That no expense shall be caused the United States Government by the delivery and return of said property, the same to be delivered at such time prior to the holding of the said convention as may be agreed upon by the Secretary of War and the American Legion 1931 National Conven- tion Corporation, through the chairman of the housing committee of the Ame rican Le gion 19 31 National Convention Corporation, Heinrich A . Pickert : Provided further, That the Secretary of War, before delivering said property, shall take from the said the Ameri- can Legion 1931 National Convention Corporation a good and suf- ficient bond for the safe return of said property in good order and con dition, and the w hole wit hout exp ense to the Unite d States . Approved, February 18, 1931 . CHAP . 224 .-An Act To provide for the deportation of aliens convicted and sentenced for violation of any law regulating traffic in narcotics . Be it enacted by the Senate and House of Representatives of the United States o f America i n Congres s assemb led, That any alien (except an addict who is not a dealer in, or peddler of, any of the narcotic drugs mentioned in this Act) who, after the enactment of th is Act, shall be convicte d and se ntenced for viol ation of or con- spiracy to violate any statute of the United States taxing, prohibit- in g, or re gulating the manu facture, product ion, com pounding, trans- po rtation, sale, ex change, dispensi ng, givi ng away, importat ion, or exportation of opium, coca leaves, heroin, or any salt, derivative, or preparation of opium or coca leaves, shall be taken into custody and deported in manner provided in sections 19 and 20 of the Act of February 5, 1917, entitled "An Act to regulate the immigration of aliens to, and the residence of aliens in, the United States ."
