When specifically approved by the Secretary of Agriculture, trans- fers may be made between the appropriations in this Act under the respective jurisdiction of any bureau, office, institution, or service, in order to meet increases in compensation resulting from the real- location by the Personnel Classification Board of positions under any such organization unit . Any such transfers shall be reported to Congress in the annual Budget . For sala ries and compensa tion of necessar y employe es in th e mechanical shops and power plant of the Department of Agricul- ture, $125,000, of which $9,780 shall be immediately available .
