SEC . 3 . The State of Minnesota o r Morrison County is authorized braa0e to lease or otherwise convey to such person, company, or corporation as it may choose that part of the bridge constructed under this Act as shall be adapted and constructed for the passage of railway trains or street cars, upon such terms and conditions as may be agyeed upon between the parties for the purpose of financing the structure .
