United States Reformatory, construction : For a United States Establishment of e- reformatory, including any cost incident to the acquisition and occu- pation of the site selected on the Reno Quartermaster Depot Mili- tary Reservation, Oklahoma, and for remodeling, constructing, and equipping the necessary buildings thereon, purchase of mechanical equipment, and other expenses incident thereto, as authorized by the Act entitled " An Act establishing two institutions for the con- finem ent o f Un ited State s pr isone rs,' appr oved May 2 7, 1 930 (46 Stat., p . 388), to be expended under the direction and upon the writ- ten order of the Attorney General, by contract or purchase of materia l and hi re of l abor and servic es and utilizat ion of labor of United States prisoners, as the Attorney General may direct, Proviso . $500,000 , to be imme diately availab le and t o remai n availa ble unt il Cost races authorized.

Federal jails : For maintenance and operation of Federal jails established under authority of the Act of May 14, 19 30 (46 Stat ., p. 325), and the house of detention for Federal prisoners in New York City, including not to exceed $439,152 for salaries and wages of all officers and employees, $871,220 . For the purchase of sites, constructing, remodeling, and equipping neces sary build ings , pur chase and inst allat ion o f ma chine ry an d equipment, and all necessary expenses incident thereto, for estab- lishing new Federal jails and altering and adapting other Govern- ment property for jail purposes, as authorized by the Act entitled " An Act to reorganize the administration of Federal prisons
